Requires personal learning plans for students in grade 9 or later who receive one or more failing grades in language arts, math, science, or social studies to include targeted interventions and supports to help the student make progress toward graduation

Amends Minnesota Statutes section 120B.125, which governs planning for students' successful transition to postsecondary education and employment

Reorganizes existing statute into separate subdivisions covering plan requirements, district requirements, English learners, students with disabilities, and students not meeting standards

Removes outdated reference to the 2013-2014 school year implementation date

Effective date is July 1, 2025
