Transfers the "Healthy Eating, Here at Home" program from the Minnesota Humanities Center to the Department of Health effective July 1, 2025, with $500,000 appropriated for fiscal years 2026 and 2027 each

Expands eligibility for the existing program to include Summer EBT recipients alongside SNAP participants, who receive up to $10 vouchers for healthy food purchases at farmers' markets, mobile markets, and community-supported agriculture

Creates the Fresh Bucks pilot program providing dollar-for-dollar matching on fresh produce purchases at SNAP retailers, capped at $20 per day and $80 per month per eligible household

Appropriates $2 million total ($1 million each in fiscal years 2026 and 2027) for the Fresh Bucks pilot program, available until January 1, 2028

Requires the Commissioner of Children, Youth, and Families to submit a USDA waiver request to include SNAP retailers in the Fresh Bucks program, and mandates a legislative report on program participation, demographics served, and costs
