Establishes a supplementary housing support rate of up to $975 per month for providers operating low-barrier indoor communities serving people experiencing unsheltered homelessness with complex health needs, effective July 1, 2025

Eligible facilities must provide individual secure, private dwellings for residents with substance use disorder, serious mental illness, and physical health conditions

Requires 24-hour-a-day supervision with on-site support services at qualifying facilities

Applies to 100 beds in the Twin Cities metropolitan area at a facility operating since 2020, and 48 beds in central Minnesota at a facility opening after 2025

Amends Minnesota Statutes 2024, section 256I.05 by adding a new subdivision that overrides existing rate provisions in subdivisions 1a and 1c
