Establishes a 12-member Task Force on Establishing a Yellow Alert System to design a public notification system for rapidly locating vehicles that flee hit-and-run accidents resulting in injury or death

Task force members include commissioners of public safety and transportation, State Patrol chief, representatives from law enforcement associations, Minnesota Safety Council, University of Minnesota transportation center, and governor-appointed members representing vulnerable road users and highway contractors

Appointments must be made by September 1, 2026, with the first meeting convened by October 1, 2026; members serve without compensation

Task force duties include collecting Minnesota hit-and-run data, analyzing similar alert systems in other states, determining triggering criteria based on harm severity, and developing procedures for alert coordination and public notification

Final report with legislative and funding recommendations due to relevant committees by January 15, 2027, after which the task force expires
