Prohibits owners and operators of websites, applications, software, or other services from allowing users to access nudification technology or performing nudification on behalf of users, and bans advertising such services

Defines "nudify" as altering or generating images/videos to depict intimate parts not in the original, where the result is realistic enough that a reasonable person would believe it authentic

Exempts services that require substantial technical skill from the user to create nudified content

Allows victims depicted in nudified images to sue for compensatory damages up to three times actual damages, punitive damages, injunctive relief, and attorney fees

Authorizes attorney general enforcement with civil penalties up to $500,000 per violation, with collected penalties appropriated to the Office of Justice Programs for grants to victim service organizations
