Amends Minnesota Statutes section 120A.41 to define what counts as "hours of instruction" in secondary schools, including educational experiences that allow students to earn academic credit, are available to all enrolled students, and are supervised by a qualified teacher

Permits educational experiences to occur outside the regular school day and week, but not outside the school year, expanding flexibility for how districts deliver instruction

Requires the Department of Education to regularly review and update its policies and reporting requirements to ensure they do not constrain districts from providing the full range of educational opportunities

Maintains existing minimum instructional hour requirements: 425 hours for kindergarten (850 for all-day), 935 hours for grades 1-6, 1,020 hours for grades 7-12, and 350 hours for prekindergarten
