Secretary of state must change voter registrations to "inactive" status for anyone who has not voted in the preceding four years, following annual review after each calendar year closes

Voters with "inactive" status must re-register before voting in any primary, general, school district, or special election

Late or rejected absentee/mail ballots count as votes for maintaining active registration status but do not appear in public voting history records
