$12,000,000 appropriated from bond proceeds to the commissioner of natural resources for capital improvements to state-owned public water access sites and boating facilities on public waters

$17,800,000 appropriated from bond proceeds for capital improvements to ponds and fish culture facilities at state-owned fish hatcheries

Up to $3,000,000 of the fish hatchery funding may be used for planning, design, and land acquisition to replace the St. Paul fish hatchery facility

Replacement St. Paul fish hatchery must be located in the seven-county metropolitan area and include research and education capabilities

Authorizes the commissioner of management and budget to sell and issue up to $29,800,000 in state bonds to fund both appropriations, effective the day following final enactment
