Authorizes cities and counties that own or operate a municipal cannabis store to also hold a lower-potency hemp edible retailer license

Creates an exception to existing rules that generally prohibit cannabis retailers from owning or operating other cannabis or hemp businesses

Amends Minnesota Statutes 2024, sections 342.32 (subdivisions 4 and 5) and 342.43 to add the new municipal exception

Maintains existing limits on private cannabis retailers, including the cap of one retail business per city and three per county
