Adds statutory definitions for "Tribal medical cannabis board," "Tribal medical cannabis program," and "Tribal medical cannabis program patient" to recognize federally recognized Tribal governments operating medical cannabis programs within Minnesota's boundaries

Expands the definition of "visiting patient" to include Tribal medical cannabis program patients, allowing them to purchase medical cannabis from Minnesota retailers with valid Tribal registration cards and photo identification

Authorizes registered designated caregivers to cultivate up to 8 cannabis plants for one patient household plus an additional 8 plants for their own personal adult use (maximum 16 plants total, with no more than 8 mature flowering plants)

Extends legal protections to Tribal medical cannabis program patients, including protection from employment discrimination, denial of school enrollment, housing discrimination, custody determinations, and exclusion from medical care such as organ transplants

Increases civil penalty for violations of patient protections from $100 to $1,000 and adds injunctive relief as a remedy; prohibits the Department of Corrections from sanctioning individuals on parole or supervised release solely for participating in a Tribal medical cannabis program
