Reorganizes Minnesota Statutes section 256B.766 by converting existing lettered paragraphs into numbered subdivisions for clarity, without changing the underlying reimbursement policies for basic care services

Maintains existing 3% payment reduction for basic care services established July 1, 2009, with physical therapy, occupational therapy, and speech-language pathology services classified as basic care services

Preserves exemptions from reimbursement reductions for physician services, inpatient hospital services, family planning, mental health, dental, prescription drugs, medical transportation, and federally qualified health centers
