Reduces general fund and nongeneral fund appropriations to state agencies by the salary and benefits amount for any position that remains unfilled 12 months after being posted

Applies to positions posted during fiscal years 2025, 2026, and 2027, with reductions affecting the biennium ending June 30, 2027

Requires the resulting budget reductions to carry forward into agency base budgets for fiscal years 2028 and 2029

Exempts positions that require law enforcement training from the reduction requirement

Commissioner of Management and Budget must report spending reductions by agency to the Senate Finance Committee and House Ways and Means Committee leadership
