Appropriates $3,000,000 per year in fiscal years 2026 and 2027 from the arts and cultural heritage fund to the Department of Education for grants to Minnesota's 12 regional library systems for educational programs in arts, history, literary arts, and cultural heritage

Extends the encumbrance deadline for prior library system appropriations from June 30, 2025 to June 30, 2026, with funds available until June 30, 2027 instead of June 30, 2026

Allocates funds using statutory formulas in Minnesota Statutes section 134.355, with 25 percent distributed proportionally based on the number of qualifying system entities (public libraries, regional systems, headquarters, counties, or outreach programs)

Requires funding to be distributed in ten equal payments per year and encourages promotion of Minnesota authors, including authors from diverse backgrounds
