Increases Medical Assistance reimbursement for birth center facility services from 70% to 100% of hospital rates for uncomplicated vaginal births, effective January 1, 2027 or upon federal approval

Raises nursery care reimbursement from 70% of hospital rates to 100% of average hospital room and board costs for newborn services at birth centers

Increases payment for birth center facility services when a patient transfers to a hospital before delivery from 15% to 100% of hospital facility fee costs

Requires birth center providers to be reimbursed for the full range of maternity care services within their scope of practice, regardless of where services are provided

Directs the commissioner to consult with licensed birth centers to revise payment practices and apply for necessary federal waivers to implement the changes
