Prohibits Minnesota's Medical Assistance preferred drug list from disadvantaging FDA-approved nonopioid pain medications compared to opioid or narcotic drugs

Nonopioid drugs cannot be designated as "nonpreferred" if any opioid drug is listed as "preferred" on the formulary

Utilization management requirements (prior authorization, step therapy) for nonopioid pain drugs cannot be more restrictive than those applied to opioids

Protections apply immediately upon FDA approval of a nonopioid pain medication, without waiting for Formulary Committee review

Opioids may still be preferred over other opioids, and nonopioids over other nonopioids, within their respective drug categories
