Establishes the Minnesota Health Plan as a single-payer healthcare system covering all Minnesota residents with comprehensive benefits including medical, dental, vision, hearing, mental health, prescription drugs, long-term care, and home care with no deductibles or co-pays

Creates a 15-member Minnesota Health Board with regional representatives to administer the plan, hire a chief executive officer, set budgets, negotiate provider payment rates, and oversee the Minnesota Health Fund which would consolidate all healthcare financing

Funds the plan through income-based premiums, a business health tax, and redirected federal funds via an Affordable Care Act Section 1332 waiver application to capture Medicare, Medicaid, and ACA premium subsidies

Prohibits private health plans from being sold in Minnesota for services covered by the plan once operational, and requires providers to be paid within 30 business days with institutional providers receiving annual operating budgets

Requires implementation within two years of enactment, establishes six regional health planning boards, creates an independent Ombudsman Office for Patient Advocacy with a grievance system, and mandates displaced healthcare workers receive retraining assistance
