Creates the Office of Animal Protection within the Bureau of Criminal Apprehension to centralize animal cruelty prevention, investigation, prosecution, training, data collection, and public education across Minnesota

Establishes an advisory committee appointed by the Commissioner of Public Safety with members experienced in animal cruelty investigation, prosecution, forensic veterinary medicine, animal care, and victim services

Requires the office director to submit an annual report to the legislature by January 15 each year on operations and recommended changes to animal protection laws

Adds felony convictions under Chapter 343 (prevention of cruelty to animals) to the statutory definition of "crime of violence," effective August 1, 2025

Creates an animal protection special revenue account to accept gifts, grants, and contributions, with funds available for grants to government entities and nonprofits promoting animal protection efforts
