Establishes the State Agency Value Initiative (SAVI) program allowing agencies to retain 50% of operational savings from innovation and efficiencies to fund agency projects, with peer review panel oversight

Authorizes state agencies to withhold payments to program participants when there is a credible allegation of fraud under investigation, and permits government entities to share data relating to suspected fraud in public programs

Expands whistleblower protections for all state employees (not just classified service) who report fraud, misuse, or other concerns about state programs to legislators, constitutional officers, employers, or law enforcement; repeals several legislative commissions including the Legislative Commission on Minnesota Sports Facilities and Legislative Commission on Housing Affordability
