Amends Minnesota Statutes section 200.031 to add a new standard for determining voting residence for civilly committed individuals

Persons committed to secure treatment facilities as sexual psychopathic personalities or sexually dangerous persons under chapter 253D would have their residence defined as their last known residential address prior to the committal order

Prevents civilly committed sex offenders from establishing voting residence at the location of the treatment facility where they are confined

Applies specifically to commitments under Minnesota's civil commitment statute for sexually dangerous persons (chapter 253D)
