Removes the state's authority to require fluoridation of municipal water supplies, eliminating the previous mandate that required all municipal water supplies to be fluoridated by January 1, 1970

Makes fluoridation voluntary by giving local jurisdictions (persons, firms, corporations, or municipalities) control over whether to fluoridate their public water supply

Prohibits adding fluoride to water supplies that already contain naturally occurring fluoride within the parameters established by the commissioner of health

Requires the commissioner of health to continue promulgating rules for water supplies that opt to fluoridate, including fluoride content parameters, control methods, testing methods, and recordkeeping requirements

Explicitly prohibits the commissioner of health from requiring fluoridation of public water supplies
