Cities may issue social district licenses to on-sale liquor licensees, allowing customers to consume (but not purchase) alcoholic beverages within designated outdoor social districts contiguous to the licensed premises

Social districts must be approved by the commissioner within 90 days and cannot be located within a 20-mile radius of any existing social district; cities cannot submit proposals before January 1, 2026

Containers for beverages consumed in social districts must be non-glass, hold no more than 16 fluid ounces, identify the selling licensee, display a district-unique logo, and include "Drink Responsibly - Be 21" in at least 12-point font

Property owners can opt out of having their property included in a social district, and districts must be clearly marked with signs showing boundaries, hours of operation, and local law enforcement contact information

Alcoholic beverages must be disposed of before exiting the social district unless the person is returning to the licensed premises where the drink was purchased; effective date is January 1, 2026
