Appropriates $8,000,000 from the bond proceeds fund to the Pollution Control Agency for a grant to construct and equip a new regional household hazardous waste and recycling facility

Grant recipient is the joint powers entity established between Dakota and Scott Counties under Minnesota Statutes section 471.59

Facility will be located in Dakota County at a site providing optimal access for residents and businesses from both Dakota and Scott Counties

Authorizes the commissioner of management and budget to sell and issue up to $8,000,000 in state bonds to fund the appropriation

Effective the day following final enactment
