Creates new statutory definition of "responsible lottery official" as officers, directors, or owners of organizations, firms, partnerships, or corporations with oversight of lottery ticket sales

Restructures lottery retailer qualification requirements to distinguish between sole proprietors and business entities (organizations, firms, partnerships, or corporations)

Disqualifications for business entities include having a responsible lottery official under age 18, owing $500+ in delinquent taxes, or convicted within five years of a felony, gross misdemeanor, fraud, or gambling-related offense

Removes previous exception allowing organizations to avoid disqualification by terminating their relationship with the individual whose actions caused the disqualification

Expands mandatory contract cancellation grounds to include convictions for any crime involving fraud, misrepresentation, or gambling-related offenses in any U.S. jurisdiction (previously limited to fraud, misrepresentation, or deceit)
