Delays implementation of new rates for family residential services and life sharing services from January 1, 2026 to January 1, 2029 (or upon federal approval, whichever is later) by amending multiple sections of Laws 2023, chapter 61

Establishes the Advisory Task Force on Family Residential Services, an 8-member body including licensed adult family foster care providers, Department of Human Services representatives, lead agency representatives, and service recipients

Requires the task force to evaluate multiple rate models and their impact on providers, including case studies of rate changes and estimates of median rate changes for adult family foster care providers

Task force must submit reports to the legislature by August 1, 2027 (recommendations on payment methodologies) and January 15, 2030 (assessment of implementation impacts), with the task force expiring June 30, 2030

Appropriates general fund money to the commissioner of human services for the task force in fiscal years 2026-2029 (specific dollar amounts not yet filled in)
