Prohibits owners or controllers of websites, applications, software, or programs from allowing users to access, download, or use technology that "nudifies" images or videos by digitally altering them to reveal intimate parts not in the original

Defines "nudify" as altering images/videos to reveal intimate parts not originally depicted, or creating depictions so realistic a reasonable person would believe they show intimate parts of an identifiable individual

Allows injured individuals to sue for compensatory damages up to three times actual damages (including mental anguish), punitive damages, injunctive relief, and attorney fees

Imposes civil penalties of at least $500,000 per violation, enforceable by the Minnesota Attorney General under section 8.31

Effective August 1, 2025, applying to causes of action accruing on or after that date
