Licensed child care centers must install video security cameras in all infant and toddler rooms and outdoor spaces by January 1, 2026, with cameras covering at least 80% of room square footage and recording at 720p resolution or higher at all times during operation

Recordings must be retained for 60 calendar days, extended to six months for reportable incidents, and must not be sold or shared except pursuant to court orders, law enforcement investigations, or when parents provide documentation of visible injuries on their child

Centers must establish written policies on camera use, notify parents at enrollment, post signage at entrances, and maintain security safeguards including audit trails for all access to recordings

The commissioner cannot issue licensing violations based solely on camera footage for non-imminent safety issues, with this protection expiring once the child care weighted risk system is implemented

Appropriates $250,000 annually starting in fiscal year 2026 to the child care provider access to technology grants program to help cover video security camera and training costs
