Minnesota would join the Nurse Licensure Compact, allowing registered nurses (RNs) and licensed practical nurses (LPNs) with a multistate license from their home state to practice in all other compact member states without obtaining additional licenses

Multistate license applicants must meet uniform requirements including graduating from an approved nursing program, passing the NCLEX exam, submitting fingerprints for FBI background checks, having no felony convictions, and holding a valid Social Security number

The compact establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, promulgate rules, and maintain a coordinated licensure information system for tracking nurse licenses and disciplinary actions across states

Party states retain authority to take adverse actions (revocation, suspension, probation) against a nurse's multistate privilege for violations occurring within their jurisdiction, with the home state responsible for discipline against the underlying license

Appropriates an unspecified amount from the state government special revenue fund to the Board of Nursing for implementation, effective July 1, 2025
