Delays implementation of a single dental administrator contract for Medical Assistance and MinnesotaCare dental services from January 1, 2026 to January 1, 2030, with the performance benchmark deadline extended from 2029 to 2032

Removes the requirement that dental administrator payments to providers follow state-established rates under sections 256B.76 and 256L.11, allowing for potentially different payment structures

Establishes a Critical Access Dental Provider Task Force to assess the financial and access impacts of transitioning to a single dental administrator on providers serving low-income populations

Task force membership includes legislators, state agency representatives, dental associations, nonprofit clinics (metro and rural), private clinics with significant Medicaid patient loads, and rural health advocates

Task force must report to the legislature by January 15, 2027 with recommendations to protect critical access dental providers' financial viability and maintain patient access to care
