Eliminates outdated language about service funding ending June 30, 1997, if federal matching funds become available through managed care entities

Simplifies the housing support rate calculation for persons receiving federal or state housing subsidies by removing the formula that subtracted countable income exceeding the MSA equivalent rate from the supplementary service rate

Amends Minnesota Statutes section 256I.04, subdivision 3, which governs the moratorium on development of housing support beds with rates exceeding the MSA equivalent rate
