Handbook must explain lobbyist registration requirements, including when registration is required, which activities count toward dollar thresholds, and rules for government employees

Handbook must clarify differences between lobbying the legislature, executive branch, political subdivisions, and Public Utilities Commission

Board must regularly update the handbook to reflect changes in statutes and rules

Board must consult with non-professional lobbyists in developing the handbook, including representatives from nonprofits, small organizations, and organizations led by Black, Indigenous, and people of color
