Project includes site preparation, demolition of obsolete buildings, utility installation, stormwater retention system, and fuel tank replacement

A portion of the appropriation serves as matching funds for federal funding for the project

Authorizes the commissioner of management and budget to sell and issue state bonds up to $14,000,000 under Minnesota Statutes sections 16A.631 to 16A.675
