Requires grant applicants to provide a full nonstate match through direct funds or in-kind contributions including staff and volunteer time, with grants available to public, nonprofit, or business organizations engaging nonstipend volunteers

Mandates annual reports to the legislature by November 15 including financial statements, board activities, and grant outcomes, with grants aligned to Minnesota Compass community indicators

Sets expiration dates of June 30, 2028 for the board and June 30, 2030 for the grant program, with initial appointments due by August 1, 2025 and first meeting by September 1, 2025
