Amends Minnesota Statutes section 169A.284 to update terminology from "chemical dependency" to "comprehensive assessment" throughout provisions related to DWI-related substance use assessments

Prohibits courts from ordering convicted persons to pay the cost of a comprehensive assessment if the assessment qualifies for reimbursement under Medical Assistance (chapter 256B) or the Consolidated Chemical Dependency Treatment Fund (chapter 254B)

Maintains the existing $25 comprehensive assessment charge and $5 surcharge for repeat DWI offenders within five years, with courts able to waive or allow installment payments only upon written findings of indigence or undue hardship

Directs the revisor of statutes to replace terms like "chemical dependency assessment" and "chemical use assessment" with "substance use disorder assessment" throughout Minnesota Statutes chapter 169A and Minnesota Rules chapter 7503
