Amends Minnesota Statutes section 120B.215 to add overdose recognition, prevention, and response as a required topic in substance use education model programs for middle and high school students

Expands existing requirements for the Commissioner of Education to identify model programs addressing cannabis and substance use, including fentanyl, with this new sixth topic area

Model programs must be medically accurate, age-appropriate, culturally inclusive, and science-based, with materials and instructor training published by June 1, 2025

Effective the day following final enactment
