Establishes "complex post-traumatic stress disorder" (C-PTSD) as a new qualifying condition for mental health case management and community support services, defined as PTSD symptoms related to intergenerational trauma, racial trauma, or unresolved historical grief that significantly interfere with daily functioning

Requires a written opinion from a mental health professional documenting culturally sensitive assessments, significant functional impairment, and increasing concerns within the last three years indicating likelihood of significant PTSD episodes unless case management or community support services are provided

Expands county board obligations to provide case management and community support services to adults with C-PTSD, including assistance with employment, daily living activities, housing, benefits applications (SSI, Medicare, Medical Assistance), and social support

Adds C-PTSD to Medical Assistance coverage for mental health case management services alongside serious and persistent mental illness and children with severe emotional disturbance

All sections effective upon federal approval, with the Commissioner of Human Services required to notify the revisor of statutes when approval is obtained
