Authorizes St. Paul to issue on-sale intoxicating liquor licenses to the Science Museum of Minnesota at 120 West Kellogg Boulevard, overriding any conflicting laws, local ordinances, or charter provisions

Authorizes St. Paul to issue on-sale intoxicating liquor licenses to the Union Depot at 214 Fourth Street East, with the same exemptions from conflicting regulations

Licenses may be issued directly to the venues or to their concessionaires or operators, with sales permitted on all days of the week

Amends Minnesota Statutes section 340A.404, subdivision 2b, which already contains similar special provisions for St. Paul theaters including the Fitzgerald Theatre

Effective upon approval by the St. Paul City Council and compliance with Minnesota Statutes section 645.021
