Designates July 2 of each year as 1st Minnesota Day to honor the 262 men of the 1st Minnesota Regiment who charged Confederate lines at the Battle of Gettysburg on July 2, 1863, with 215 killed in minutes

Requires the governor to issue an annual proclamation honoring the observance

Encourages schools to offer instruction on the 1st Minnesota Regiment's role in the Civil War, including stories of those who fought for the Union

Requires the Commissioner of Administration and Minnesota Historical Society to fly a replica of the 1st Minnesota Regimental flag on the State Capitol's North flag pole each July 2, replacing the POW/MIA flag

Effective the day following final enactment
