Expands legitimate exemptions for school absences to include child illness, medical/dental/counseling appointments (including telehealth), family emergencies, death or serious illness of immediate family, active military duty, ongoing mental health treatment, and instruction from Tribal spiritual or cultural advisors

Shifts authority for issuing and recording attendance excuses from school board clerks to principals or their designated school officials, effective July 1, 2025

Requires school principals to report to superintendents within 15 school days after each academic term a list of students who were enrolled previously but did not re-enroll and haven't transferred to another school

Mandates school districts notify local welfare agencies when students are dropped from enrollment after 15+ consecutive unexcused absences, and requires schools to contact families to encourage reenrollment

Requires districts to notify the Department of Education if both the school and local welfare agency are unable to contact a dropped student or their family, including the student's most recent contact information
