Increases maximum charge cap from $500 to $1,500 for any single records request, and raises fee for "no records available" response from $10 to $20

Allows annual adjustment of fee limits beginning in 2026, indexed to the Minneapolis-St. Paul Consumer Price Index for all Urban Consumers

Caps charges at $10 for records requested to appeal Social Security disability denials, with complete fee waivers for indigent patients receiving public assistance or represented by civil legal services programs
