Adds a minimum time threshold of more than 10 hours in any month to qualify as a lobbyist, in addition to the existing $3,000 compensation threshold

Creates a new category of lobbyist for individuals employed by government relations/affairs firms whose job duties include offering consulting or advice to help clients, regardless of direct lobbying activity

Adds new exemptions from lobbyist registration for: individuals lobbying on their own initiative without employer direction; individuals representing their own interests; association board members not receiving separate lobbying compensation; and licensed professionals (architects, engineers, attorneys) providing factual or technical information to local officials

Clarifies that "official action of a political subdivision" excludes routine application or administration of statutes, rules, or ordinances

Exempts attorneys and licensed professionals from disclosing information protected by attorney-client privilege, professional confidentiality obligations, or other legally recognized privileges in lobbyist reporting requirements
