Reduces the practical examination fee for registered barbers from $85 to $40 and creates a separate $45 initial barber registration fee, while increasing minimum annual practical examinations from "not more than six" to "at least four" times per year

Allows licensed cosmetologists to receive credit for up to 1,000 hours toward the 1,500-hour barber school requirement if their training curriculum is determined equivalent by the Board of Barber Examiners

Removes the requirement that barber members of the Board of Barber Examiners be affiliated with a journeymen barbers union or professional barber organization

Eliminates the 10th-grade education prerequisite for barber registration, replacing it with a minimum age requirement of 17 years, and removes the requirement for additional 500 hours of education after failing the comprehensive examination twice
