Establishes MTSS as a three-tiered framework (core, supplemental, and intensive instruction) requiring district-wide infrastructure, family engagement, culturally responsive instruction, assessment tools, and data-based decision-making

Requires schools to implement universal screening to identify at-risk students, provide evidence-based dyslexia screening, notify parents of screening results, and deliver interventions with progress monitoring

Directs state COMPASS funding toward Department of Education capacity, grants for local MTSS coordinators and professional learning, a regional mathematics training network, and University of Minnesota evaluation support
