Appropriates $4,500,000 in fiscal year 2026 from the general fund to the Commissioner of Employment and Economic Development for a grant to the Neighborhood Development Center

Funds will design, construct, furnish, and equip a new entrepreneur innovation center on the Lake Street Corridor in Minneapolis

Facility will provide space for entrepreneurs from low-income communities to develop and operate businesses

Center may include a technology accelerator, beauty/health/wellness incubator, small-batch production kitchen, food production kitchen, community event space, and retail space

One-time appropriation remains available until project completion or abandonment; effective the day following final enactment
