Adds statutory definition of "clinical supervision" for children's mental health services, requiring oversight by a mental health professional who must cosign individual treatment plans and be documented in client records

Requires case managers to complete written functional assessments for children with severe emotional disturbance when the child and parent or legal guardian consent

Establishes the Intermediate School District Behavioral Health Grant Program to improve behavioral health outcomes for youth in intermediate school districts organized under section 136D.01

Grant program allows funding for identifying mental health conditions and substance use disorders, delivering treatment and supportive services (including telehealth), providing transportation, and building school staff capacity to support students with behavioral health needs
