Project scope covers reconstruction of U.S. Highway 8 from Karmel Avenue in Chisago City to Interstate 35, including pedestrian and bike trails along the corridor

Reconstruction may include expanding highway segments to four lanes, constructing frontage and backage roads, and realigning local roads to consolidate access points

Amends the original 2020 appropriation by replacing the open-ended "until project is completed or abandoned" timeline with a specific deadline

MnDOT funds originally planned for resurfacing U.S. Highway 8 must instead be applied to the reconstruction project to supplement bond proceeds
