State contracts cannot contain terms requiring Minnesota to defend/indemnify other parties, allow unilateral changes by contractors, mandate arbitration, apply non-Minnesota law, include automatic renewals obligating future funds, or violate the Minnesota Government Data Practices Act; any such prohibited terms are void but the remainder of the contract remains enforceable

Direct contract awards without competitive solicitation to small targeted group businesses, veteran-owned small businesses, and small businesses in economically disadvantaged areas are authorized up to $100,000 total value including extensions

Removes the exemption that previously allowed small business and veteran-owned small business prime contractors to bypass subcontracting goals for using other small/targeted group businesses

Commissioner may award up to 12% procurement preference to small targeted group businesses, veteran-owned small businesses, and businesses in economically disadvantaged areas

Repeals section 16C.36, which required the commissioner to maintain a master contract list of contractors providing data analytics for agency reorganization services
