School districts, charter schools, and cooperative units may transfer unencumbered funds between operating accounts or funds for fiscal years 2025, 2026, and 2027, excluding funds already assigned to staff salaries/benefits or encumbered by federal law

Fund transfers cannot increase state aid obligations or result in additional property tax authority for the district

School boards must adopt a written resolution specifying the purpose and amount of each transfer, post it on their website, and notify the commissioner electronically

School districts and charter schools may adopt resolutions to opt out of state laws or rules enacted or amended after January 1, 2023 (including Laws 2023, chapters 54 and 55, and Laws 2024, chapters 109 and 115) for the 2024-2025 through 2026-2027 school years

Non-compliance decisions require a recorded vote, public posting on the school's website, and electronic notification to the commissioner
