Authorizes up to $30,000,000 in state appropriation bonds to fund a secured perimeter at the Minnesota Vikings stadium (U.S. Bank Stadium) owned by the Minnesota Sports Facilities Authority

Secured perimeter includes anti-climb fencing or walling, gates, bollards, crash barriers, sensors, surveillance equipment, metal detectors, and related security improvements

Bond proceeds would be granted to the Minnesota Sports Facilities Authority through the Commissioner of Administration, with maximum bond term of 21 years

Appropriation bonds are not backed by the state's full faith and credit; debt service payments depend on annual legislative appropriations from the general fund

Debt service appropriations are authorized from fiscal year 2025 through fiscal year 2046, subject to repeal or unallotment by the legislature
