Amends the exemption criteria for the $100,000 annual insulin manufacturer registration fee assessed by the Board of Pharmacy

Changes the basis for calculating a manufacturer's market share from "gross revenue from sales" to "total wholesale acquisition cost from dispensing claims"

Manufacturers qualify for fee exemption if their wholesale acquisition cost from Minnesota dispensing claims is less than 5% of the total for all manufacturers

Requires the Commissioner of Health to provide technical assistance to the board using available data sources, including data collected under section 62U.04
