Transfers $900,000 annually from the general fund to the housing development fund in fiscal years 2026, 2027, and each year thereafter starting in fiscal year 2028

Appropriates $900,000 in fiscal years 2026 and 2027 to the Minnesota Housing Finance Agency for a grant to the Amherst H. Wilder Foundation to conduct the triennial Minnesota homeless study

Funds must be disbursed to the Wilder Foundation by July 15 of each year, with up to 1% available for administrative costs

Wilder Foundation must submit the homeless study and summary report to legislative housing committees by March 1, 2028, and every three years thereafter

Unencumbered balance from fiscal year 2026 carries forward to fiscal year 2027 instead of canceling
